This is the first quest in the long series of quests.
For speed purposes you may want to do Step 3 before Step 1. The time for this quest depends heavily apon whether the NPCs are spawned and also whether you have SoW, etc.
1. Find
Vegalys Keldrane who is upstairs in the Gate Tower (Left door facing Qeynos, past Guard Obyn up the stairs).

2. You say, 'Hail, Vegalys Keldrane', 'Who is responsible?' 'What plan?', 'How they were careless?', 'What outside help?', 'How did it unravel?', 'Complain?', 'Who is Earron Huntlan?', 'What alarm ?', 'What concerned citizens?', 'I am willing to help you', 'I would like to become an investigator' and 'I am truly serious'. Or simple say the last phrase if you are in a hurry.
3. Go to North Karanas and go north of the wooden bridge that connects to East Karanas. Find the corrupt Guard Shilster (Shadow Knight with around 450 HP) and kill him. If he isn't there he will respawn in 30 minutes. If you can't wait go to look for him at the wizard spires where he will be selling alcohol. Loot a Cracked Corrupt Guard Helm.

4. Go to back to North Qeynos and hand in Cracked Corrupt Guard Helm to Vegalys Keldane and receive.

5. Go to South Qeynos. At a tree South West of the Lions Mane tavern (when coming from North Qeynos its the building to your right when you see tents and the gate to the dock) you will meet an investigator in a yellow robe. Give him the Investigator's Briefing. If the Investigatos is not popped someone has killed him or taken him for the same quest you are doing. He has a spawn time of about 30 minutes and will repop after the quest is completed.

6. Say to an inspector, 'Where is the first suspect?' (At this point use /pet follow me) and an investigator will say 'Following Master' like a pet would. WATCH the investigator he will often run around like a headless chicken so walk backwards alot.. to check where he is. If you see him running around get closer to him and hit the "/pet follow ME" again. I have seen on some boards that you can just park him in a spot and come back to him when you need him, but did not try this method.
SUSPECT 1: Look for Riley Shplots in FirePrides Forgery near the moat to the bank. Say, 'Are you a member of the Bloodsabers?'. Say to an investigator 'Give me a confession document'. Give the confession document to Riley Shplots. Receive a signed confession. Say to an investigator 'Summon a guard.' A Guard will apprehend the suspect. Say to an investigator 'Where is the second suspect?'

Say to an investigator 'Give me a confession document'. Give the confession document to Willie Garrote. Receive a signed confession. Say to an investigator 'Summon a guard.' A guard will apprehend the suspect. Say to an investigator 'Where is the third suspect?'

7. Give the investigator the two confessions and the one head.
